Sutharya Keralam – officials asked to redress complaints efficiently

complaintsOf the 1,491 complaints received relating to various departments in the district under Sutharya Keralam, the Chief Minister’s public grievances redress programme, 1,300 complaints have so far been settled.A meeting of the district level monitoring committee held at the district collectorate on Tuesday reviewed the various measures adopted by the departments on complaints received since the inception of Sutharya Keralam till date.

District Collector M. Beena directed authorities concerned to resolve the complaints pending with different departments and to report within 14 days. She said that department heads themselves should examine and resolve complaints relating to their respective departments received under the programme. Dr. Beena asked department heads to attend the video conferencing sessions held in this regard without fail. She warned of stern action against those officials who violated this direction.

It was also decided to convene a separate meeting to discuss complaints regarding revenue, panchayat, water authority, police, cooperation and survey departments since they were bound to deal with more complaints. Dr. Beena asked the officials to report complaints which could not be resolved within the departments and to give special attention to complaint redress in every office.Officials of the district rural police, agriculture, cooperation, dairy development, factories, harbour, Kochi Corporation, tourism, Scheduled Caste development, treasury and DFO, Kodanad, did not turn up at the meeting.

    my house is in kadamaattam kara ernakulam(dt)back side of house (nearaly 5meter)a mobile tower was erected before 3 year.Now left side of house another mobile tower was started the erection (nearly 3meter)presently I got a stay from Kolenchery Court for 1 month.I given a complaint Ayakara nadu panchayat office and village office (after the sign of Muvattupuzha R.D.O)A mass petition sined by 34 people
    Please take necessory action to remove the tower plan from there. The sound genarator the existing tower is unaviodable

    Thanks for giving the chance to highlight some serious problems of
    SUTHRAYA KERALA.

    We are staying in Hill View Apartments in ” Vellayambalam Treasury Road ” , near Vellayamabalam Junction. The traffic congestion in this narrow road makes lot of nuisance. We have never seen a Concellor or any welfare officers from Corporation to see the road condition. No repair or maintenance for years. About Rs I Lakh is collected as Corporation tax. Many Commercial offices are functioning. Basic facilities are not there . Why ???? Why ???

    During RAIN the water flow is heavy from hill and collects on road.

    That pond you can see now in the evening. Thattukadas are coming up in evenings in ” NO PARKING AREA ” and poor Aam Aadmi people are taking food on dirty water. Beautiful Tvm- development you can see.
    Many free food services also you can see, So all are closing eyes.
    Why this junction is neglected is still a secret. There is no proper drain constructed to drain the flood coming from hill.

    Road is to be tared and proper traffic control are must. Every gate you can see NO PARKING ON THIS ROAD.

    ANOTHER BIG PROBLEM:

    Viral fever already tarted before rain, From top of Apartment building you can see ” Dirty water collection in a pond ” in the adjacent new building. We complained to health Inspectors, but no action so far. This dirty water produce mosquitoes and spread VIRAL FEVER.

    How can we knowingly allow such Public Nuisance ????

    Please take necessary action. Come to Hill View Apartments and look from 3rd floor, then we can see the seriousness. We would like to inform Chief Minister and Health Minister.

    Kindly take immediate actions for the following:

    1. Proper drain on Hill View road to drain water properly with out making pond infront of HSBC BANK.

    2. Unauthorized food stalls in evenings, on junction which make the newly tiled walk ways dirty. More beautification is required and good lights are to be provided. This area ais dark for favoring many business. Also dirty water pond where Technopark & school buses stop make more dirty practices.

    3. Traffic infront of SBT and Treasury and Bharat Sevak Smaj are creating hellof problems every day. Speak to the concerned people and these offices are to be shifted if basic facilities cannot be provided as per minimum specifications. Who will decide that is the problem always. People ahve to decide when Admin fails.

    4. Road proper drains at sides and tarring is to be done after putting necessary amount of gravel, sand, concrete etc. Other wise during rain all will be washed out and will accumulate in Vellayambalam Junction.

    5. Water pond ” Dirty water on roof building behind BURAQ HOTEL should be removed soon. Other wise it will result in death of many people due to Viral fever. This Hidden source should be stopped by
    order. Nobody should do this practice. Do we miss law and order every where ????

    6. beautification of Vellayambalam Junction with proper fencing for central garden and Bright lights as done in VIP areas. We don’t know why this VIP Area is neglected during normal road repair work. Why ther ei no normal daily beautification work ???

    7. there is NI PROPER TRAFFIC CONTROL. WHY SOLAR CELL CONTROL SYSTEM IS MISSING. One police man is controlling traffic through five roads
    during busy traffic time.

    I am Sreekumar residing at Nettayam in Trivandrum.I gave a complaint to District Labour Officer Trivandrum Regarding Non Payment.File No.528/2011 Dated on 29-01-2011.It is more than 6 months since I gave a complaint to DLO.Mr.Valasala kumar Assistant Labour Officer says that I will look into it.Nothing happend since then. So I request you to kindly do the needful to solve this problem at the earliest.

    I was a subscriber to M/s Sudarshan Chits India , a liquidated chitfund.The Hon.High court in its order dt 09/03/2004 directed them to pay the full amount of Rs 1 lakh to me.I got 18150/- only on 10/04/2010.I sent numerous letters to Mr B M Thulasidas, Retd Justice, the Addl. Director appointed by the Hon.High Court. Recently I heard that he is no more the addl. director.What should I do now? How can I get the court order implemented?

    There was case related to micha bhoomi .Decision taken by The Taluk Land Board on 20/12/1975 was in favor us. But the case was re-opened 1978. But do not take any decision on it. I am 78 years man . I am a heart patient also. I divided my properties to my 4 children. My daughter wants to dispose her share for her daughter’s marriage. My second and third boys have not any job. They also want to dispose their share for going to abroad. They have no houses also. In this conditions they cannot dispose their properties. Please consider it and arrive a decision.     Sub- Unscientific proliferation of Mobile towers – guidelines request for regarding-

    I am writing this letter on behalf of Kerala Environmental Researchers Association.
    Recently, the mobile service providers have suggested that the mobile phone towers that have been erected across the Kerala State do not cause health problems. Although the mobile companies contends that it is safe, yet the Government agencies involved in regulating radio frequency radiations have yet to prove that the towers were harmless. Keeping on these as the focal point, a field study has been undertaken by the Kerala Environmental Researchers Association (KERA) In Kollam Taluk areas. The study was conducted in more than 2000 houses situated within a kilometers of the towers in Kollam Taluk. In Kollam Taluk alone, there were more than 80 towers. In many places more than three of them were present within half- a –kilometer radius. This unprecedented proliferation and construction of several towers across the state has raised the question of potential adverse health effects of microwave radiations emitted from these towers. The study showed that more than 40 % of the people living in the vicinity of the towers, especially those of the middle age group and children, complained eye problems, oblivion, sleep disorders, head ache etc. The people said that this predicament has emerged two years after the installation of the towers.

    All mobile phone towers emit microwave radiations, which is in the radio frequency radiation (RFR), part of the spectrum of electromagnetic waves. Though RFR, like Ultra -violet (UV) and Infra-red light, is a source of non-ionizing radiation, these radiations, together with ionizing electromagnetic radiations such as X- rays, gamma rays make up the electromagnetic spectrum. Radio frequency of the electromagnetic waves ranged from 100 kilo hertz (KHz) to 300 Giga hertz (GHz). Radio frequency radiation is a source of thermal energy and in adequate doses, has all the known effects of heating on biological systems, including burns and cataracts in the eyes. Human and animal studies in America indicate that RF fields can cause harmful effects because of excessive heating of internal tissues. For most of the range of RFR the skin does not easily detect the heating caused by these fields. The heating effect of RFR can become a problem in individuals with metallic implants such as rods in bones and electromagnetic interference can interact with cardiac pace makers. High dose exposure to RFR may cause injury to the eyes. The cornea and lens are particularly susceptible to frequency of the 1- 300 GHz range and formation of lesions in the retina is also possible. Long-term exposure to low level RFR has induced a variety of effects in the nervous system and components of the immune system of small animals. However, significance of these in humans is still not clear. A research study in Britain has suggested that RFR may act as a cancer promoter in animals. International organizations such as the WHO recognized the biological effects from exposure in the RF range that may affect health. In the Freiberger Report , over 3000 German doctors have linked wireless phones and cell tower radiation to dramatic increases in disorders of learning, concentration and behavior among their patients.

    Dr. Henry Lai, a leading radiation and biomedical researcher working at the University of Washington, who stated that numerous medical studies show serious health effects can occur at irradiation levels far below current exposure standards. Anderson points to a Decmber 2006 article in Coeur d’ Alene Magazine which disclosed that the Kootenai Medical Center ( KMC) , serving as a magnet hospital for the five northern Idaho countries, is now inundated with cancer conditions of all types. The article reported that an average of 210 patients are cared for daily at KMC’s North Idaho Cancer Center and that more than 100 new cancer patients joint the ranks of the “ Big C ” club every month.

    According to the article, so crushing is the cancer case load in North Idaho, that other cancer centers are being rapidly expanded in Post Falls and Sand point. “One hospital worker told us that experienced medical personnel talk among themselves as having never before seen so much cancer among young people,” Anderson said. “Our city has been increasingly saturated with microwave radiations from wireless tower and roof top transmitters since about the mid 1990s. Scientists say cancers can have a latency period of around 10 years, so that computes with our area’s growing cancer epidemic, she observed.

    Dr.Lai’s research group reported findings that microwave radiations can actually be physically addictive. The cell phone “high” is triggered by endorphins released in to the brain when microwaves enter through the ear. Wireless industry ads and promotions continually prod kids to buy new glitzy wireless hardware for watching TV, downloading music and texting. Kids know nothing about wireless health hazards because the industry is not required to warn them that at least 17 epidemiological studies show cell phone usage greatly increases their risk of developing brain cancer. “It’s a real problem,” said Anderson. “The more kids get hooked on wireless toys, the more towers are needed to service those toys, and if, they have their schools and play grounds irradiated by nearby transmitters, they are getting a double whammy.”

    Despite a growing number of warnings from scientists, like me, the Government has done nothing to protect people and the environment. Steps must be taken to control the installations of mobile phone towers by imposing restrictions. Installation of towers should be regulated near thickly populated areas, educational institutions, hospitals etc. Sharing of towers by different companies should be encouraged, if not mandated. To prevent overlapping high radiations fields, new towers should not be permitted within a radius of one kilometer of existing towers.

    More must also be done to compensate individuals and communities put at risk. Insurance covering diseases related to towers, such as cancer, should be provided for free to people living in 1 km radius around the tower. Independent monitoring of radiation levels and overall health of the community and nature surrounding towers is necessary to identify hazards early. Communities need to be given the opportunity to reject cell towers and national governments need to consider ways of growing their cellular networks without constantly exposing people to radiation.

    I have been included in the expert committee constituted by the Ministry of Environment and Forests, Govt. of India to study possible impact of towers on living beings. The Department of Telecommunication (DoT) had issued the guidelines for controlling unscientific proliferation of towers. Under the guidelines, installation of towers near schools, hospitals and residential areas should be avoided and towers should be erected at least 100 meters away from schools, hospitals and residential areas. As per the guidelines a warning sign should be installed at the base of the towers. The public should be denied access to the towers site. In Kerala no service provider was following these rules. So, strict regulations had to be enforced.

    The govt. of West Bengal and Delhi had already implemented the guidelines issued by the Dept. of Telecommunication ( copy attached). The West Bengal Govt. permits local body authorities to install mobile towers if they follow the guidelines. Diesel generators are not allowed to be installed along with new mobile towers in that state. Instead, battery or solar power back-up system is used. In case of towers where diesel generators have been installed, they should be substituted with battery of solar power at the earliest.
    In view of this the Govt. of Kerala should take necessary steps to implement the guidelines issued by the Department of Telecommunication.

    and letter no.9842/cmpgrc/sk/2011/gad dtd 030811. The ADC- CRD studied the case and given reply to CRD office on 041209,120310-D1 2010/09and060911-D2-3341/10. The letter ask the CRD Office to give necessary authority to ADC PATHANAMTHITTA to settle the case.
    On quiery to CRD on tele the Office says ADC office have the auth to deal the case of non gassatted officers.

    i gave complaint and it is received by officials. its no: is 12778/CMPGRC/SK/2011/GAD.till now no iformation is received.

    I have filed a complaint on 23/10/2011 against the sub streasyry officer, Kaduthuruthy, Kottayam for not sending my LPC that caused me to live without salary for four months including the Onam season. the complaint no. is 13281. What is the state of the complaint now?

    Kayamkulam municipality
    Sir,
    I am living in Kayamkulam municipality. There is a pool named ‘Irattakkulam’ in our locality (ward xxxv) under the ownership of Kayamkulam municipality which is in a dangerous condition. The Irattakkulam is not provided with any retaining wall which abutting two municipal roads. Students from the city outskirts are usually commuted to the schools situated at the city, through these two roads. In rainy season, the pool is not distinguished from the roads and the students often fall in to the pool. Many fatal incidents reportedly happened here and our repeated complaints always fell on deaf ears. One of the road is of only three meter width and through which many tempo travellers, cars and other medium and large vehicles carrying students always go through. The other road is a gravel road of only two meter width. Which is also used for carrying students to the adjacent schools by auto rikshaws. A Madrasa is situated on the western boundary of the pool where 50 more students below the age of 10 are studying. The pool stands as a serious threat to the students, bike riders and the above said medium and large vehicles because of the lack of adequate retaining wall. Now the pool is dumped with wastes from some unknown sources. The pool and it’s adjacent area are now grown with grass and weeds which also added it’s share of danger. In this circumstance , living here is under threat and hence you are requested to kindly intervene and resolve the problem at the earliest possible.
